The Performance Analysis Of China's Export Tax Refund Policy

The export tax refund system, as a financial incentive mechanism of export, is a current tax policy with extensive application in many countries and regions around the world. Since our country implemented the policy of refunding export taxes in 1985, with its mode's improvement and development in the tens of years, this policy has casued vital effects on our exports, and also, updates the commodity structure and effects on external trade have been more and more outstanding. Especially in recent years, this tax rerund policy has been adjusted for several times in our country, and that is to propel the optimization of export commodity structure by setting diffrent tax refund rate in different indutries. So,it'll bring a change in our whole foreign trade increasing mode. The finance crisis in 2008 spreaded to hundreds of countries, including China. In order to decrease negative influnces, our country has adjusted the export refund rate for six times since that time. However, whether and how frequent adjustment in export refund would impact our ecnomy, and if these adjustments would bring us prospective result or any disadvanges existed have to be in question at present. This paper is discussing the economic analysis of export tax refund policy systematieally, relatively analyzing the policy of international, synopsis research our tax refund for exports development history, and analyses the influence factor and realistic problems of tax refund for export policy. The highlight of this paper is analysing the performance of export tax refund,so empirical research will be conducted to testiy the tax refund and the export in1985-2008; the relationship between tax refund and the export mix; also adjucted tax rate and the listed companies. Ultimately, based on the above analysis, exert effort to put forward the related suggestions on our country strategic tax refund for exports policy.
