The Research Of 'Path Dependence' In The New Series Of Reform Of The Rural Credit Cooperatives In China

As the main force of Chinese rural cooperative financial organization,the rural credit cooperatives(RCC) acts as an important role in supporting the development of rural economy during its long time development.But,the further development of RCC has been seriously constrained because of the problems of distorted property right and nonstandard operational mechanism.Although the government has continuously engaged in the reform of RCC in the recent fifty years,essential progress has not been made.In 2003,The State Council has open up a new page for a new series of reform of RCC.The project of the reform is to renovate property right system at corporation,reason agreeable management system of RCC,convert operational mechanism,strengthen the operational vitality of RCC,that is,to reach the purpose of"buying mechanism by funds".Nowadays,the RCC of the whole country has obtained a staged achievement since the beginning of this reform.In spite of achievement,deep conflicts in the reform have not been effectively solved,the 'path dependence' such as existence of internal controlling and administrative intervention by government,or,imperfection in the aspects of organizational structure and management institution,have also existed.According to the theory of the new institutional economics,taking the past reforms of RCC as a background,this thesis analyzes the current situation and features of the new series of reform,points out the deep reasons of 'path dependence' existing in the reforms of RCC,puts forward some rational suggestion to revolute the 'path dependence',and farther discusses the innovative modes of RCC in its future development.
