The Bulk Electronic Payment System (BEPS), one of the important parts of the China National Advanced Payment System (CNAPS), can provide the public with a very convenient payment and settlement platform and meet society's needs of pay for various economic activities. The Agricultural Bank of China (ABC) is one of the participants of the BEPS. The BEPS of ABC is connected with the front line system of The People's Bank of China and embedded in the comprehensive application systems of ABC for the micro-payment business. The BEPS is one of the three major payment and settlement services system providing customers funds liquidation. Thanks to objective circumstances and subjective factors, the BEPS in different parts of the country is promoted in the different progress and the business is development slowly. Therefore, the study on how to promote BEPS is urgently needed.In this paper, object of study is promotion and application of BEPS in Gansu Branch of ABC. The comprehensive risk management theory is used. Based on the actual situation of promotion and development of BEPS, characteristics and advantages of the system are analyzed. Meanwhile the existing problems and reasons are analyzed as well. The possible way to make promotion of the system practical, economic and profitable is discussed. The BEPS system should be improved in six aspects, namely, to establish complete rules and regulations management, to strengthen system risk management and control, to optimize the relevant business process, to enhance the system efficiency and to make the system more popular. The specific measures to improve the system are presented.The paper can be used for reference to Gansu Branch of ABC to improve the efficiency of BEPS, enhance development of intermediate business and improve comprehensive competitiveness.
