The basic old-age insurance is a necessary insurance system implemented for the protection of the basic livelihood of vast numbers of retirees and in accordance with the uniform provisions, its level is not only directly bearing on the lives of workers after retirement, but also able to affect a country's economic development and the degree of social stability.Under China's current old-age insurance system, there is a clear standard to determinate the level of basic old-age insurance, but in practice, the level of basic old-age insurance is influenced by some specific factors, manifested in several aspects: the old-age insurance coverage and replacement rate both have obvious region differences, the gap between different industries is too large, workers with different education levels, household savings levels and work experience enjoy different treatments. Most of the above differences is beyond the uniform provisions of basic old-age insurance system in China, continuing to implement inproperly and expanding of the unreasonable gap will seriously affect of fairness China's basic old-age insurance, not only harms the interests of retired workers, but also is difficult to mobilize workers to participate in the current insurance, ultimately violate the mind of social security. Based on this, in order to narrow and eliminate the unreasonable gap in the implementation,we need to identify the main factors impacting on, which has an important practical significance for further adjust and optimize the level of China's basic old-age insurance.This article is divided into seven chapters: the first part is introduction, including research background, meaning, ideas and methods, and the possible lack and innovation,the main content is literature review. The second part definited the concept of the level of old-age insurance specificly, including the general definition of the basic old-age insurance in the world and the definition in this paper, besides the division of two aspects of the level of basic old-age insurance: the level of coverage and level of treatment . The third part lists the policies and status quo of the level of old-age insurance in a few representative countries, as well as the implementation of response measures, we may have gained enlightenment. The fourth part detailed the policies of China's urban basic old-age insurance and the status quo, with an emphasis on implementation issues arising in the course. The fifth part combined features of the theory and practice at home and abroad, summed up the two main factors that may affect the level of basic old-age insurance, and gived the assumption of empirical analysis in this article. The sixth part, in accordance with the characteristics of the survey data us two different methods:Logistic analysis and Tobit analysis, can get a comprehensive conclusions: the level of old-age insurance is influenced by the institutional factors and personal characteristics factors at the same time, institutional factors played the main role on the level of coverage. The last part gived several suggestions to improve China's urban basic old-age insurance system, such as the expansion of the basic old-age insurance coverage, set up stable and reliable old-age insurance fund-raising mechanisms, improve the level of old-age insurance to enhance co-ordination of anti - risks and strengthen the building of old-age insurance legislation.
