In order to protect the fishery resources of the sea, and achieve the persistent availability of fishery resources, the Chinese government has passed a series of policies after the establishment of People'Repulic of China, especially the late years of 20th century. However, the fishery resources is continually declining because of those policies'limitation and low feasibility. In addition, the United Nations Convention on the Law of the Sea (UNCLOS) definitely provides that, all the nations should confirm the total allowance catch (TAC), when establishing their exclusive economic zone. Under these situation, in December, 12th, 2000, Chinese government revised the fisheries law of People'Republic of China which was enacted in 1986. The revised fisheries law definitely provides that our country will adopt Limited quota fishing system (LQFs).As soon as the fishery system has come out, many studies and research papers concerning LQFs have been published. Considering the current published literatures referring to this field, the discussions are mainly focused on the restricted factors of LQFs, and implementing conditions and methods. There is no particular research about the expectative effects of implementing LQFs. The aim of the present paper is to fully study the LQFs using method of theoretical expectation of the effect of implementing LQFs in China, analyse the restricted factors and provide some advices for policy makers.The present paper applies method of Institutional analysis and development, consulting the information of interrelated studies, to assessed the possible results of implementing LQFs in China, respectively in theoretical expectation and illustrational analysis.There are three parts in this paper: (1) the essence and variety of the LQFs, and the background and significance of implementing LQFs in China; (2) the theoretical expectation and illustrational analysis of the effects of implementing LQFs; (3) the restricted factors of implementing LQFs in China and some feasible approaches in implementing it.The conclusion of this paper is: LQFs is not as perfect as we can image. It has, however, some advantages which our current management system is short of, especially those of effectively eliminating the inducement of competitive catching and preventing excessive fishery investment. Therefore, the LQFs can help to achieve a consistent utilizing of fishery resources.
