Along with the usage of 3G technologies in communication electronic industry, the competition in international domestic communication electronic market becomes much more intense day by day and the life cycle of the products becomes shorter. How to promote the enterprise's core competitiveness and how to motivate staffs through the science performance appraisal, to attract, to cultivate and to motivate the core talented person, are the key factors for the enterprise survival and development.The performance appraisal is an important component of human resource management. it is the effective control method for the organization to reach the strategic target. Establishing the effective performance appraisal system is the important guarantee to promote the business management level, to enhance the enterprise competitive power. This article takes the DF electron company as the object of study. After making a research on the company's performance appraisal system, the author helps the company try to carry on the re-engineering and the implementation with the performance appraisal system. The DF electron company is a communication electronic enterprise. In recent years, its market has been growing rapidly. As for human resource management, not only the mode of administration, but also the tool of performance management cannot meet the enterprise's fast need to develop. As a manager of human resource department in the company, the author takes an investigation by questionare and talking with workers and staffs referring to the enterprise's strategy goal, the enterprise's personnel and the service characteristic. Meanwhile according to the knowledge learned in the study of MBA and the accumulation experience, the author has carried on the re-engineering to the company's performance appraisal system, in the purpose of helping the enterprise enhance the performance appraisal, drive the ideal well,"the staff acts as low key personhood, works earnestly", achieves the sales target.This characteristic of the article lies in the union of the enterprise'strategy and the communication business events, the synthesis utilization performance management theory and the method, including Management By Objectives and Key Performance Index, the author has established from the function management vertical structure and the business management lateral structure matrix form performance management system. Also takes the KPI target the collection, the summary, the improvement and the enhancement, also takes the business management and the daily behavior standards solemnity, just put the communication into the whole stage of the appraisal, the performance examination result and individual treatment, individual development unifies, both the promotion company and staff's common promotion and development.
