Public institution is one of the four types (the other three are: governmental organs, enterprises and social groups) corporate body, according to General Provisions of Civil Law, which plays an important role in constructing material civilization, spiritual civilization, as well as political civilization. It is now essential to reform traditional public institution and set up new nonprofit organization according to marketing economy system. This paper takes Hubei Province's public institution as research object, analyzes the core point of public institution reform——personnel system reform, from three aspects.Firstly, this paper elaborated Chinese Institution's characteristics and basic situation of Hubei Province's Institution, analyzed present personnel system of Hubei Province's Institution. Secondly, this paper discussed the existing problems of personnel system of Hubei Province's Institution, which includes: lack of independence in personnel management,"the mess"to be in vogue, serious egalitarianism, personnel moving is difficult, officialize of public institution clerk, and analyze the reasons deeply. Simultaneously,this paper discussed reform strategy of personnel system, which mainly includes simplify Institution organization and reduce personnel, establishes modern personnel system which takes appointment system as primary coverage, set up diverse incentive mechanism.Finally, put forward specific suggestions and policy due to different public institutions.reforming social security systems, At meantime,property right system, housing, household register, insurance and so on, improving management of unemployed personnel, so that guarantees and promotes personnel system reform.
