China Aeronautical Project and Design Institute (CAPDI) has national class A design institute qualification. It has been engaged in aeronautical project and design for forty years, has taken part in developing progress of growing out of nothing, from weak to strong, from small to big. Facing to severe situation of entering WTO and domestic market competition, it lacks enough competitive ability and clear operating idea and strategy. So, The living and developing of CAPDI has been restricted. The efficiency of present operation management, technical management and project management is comparatively low. It is far away from requirement of modern enterprise system, it needs to be reconstructed by scientific theory and method.
