Since the early-1990s, under the steep competition raised by the emerge of information economy, network economy and knowledge economy, products refresh has speeded up unceasingly, and more and more enterprises have realized that research and development projects play an influential role in enhancing the speed of products put into the market, intensifying the potency of product research and development, and improving enterprise's market competition ability. And they raise the management of research and development projects to a strategic altitude. In brief, research and development projects are the important content of enterprise's investment, the source of enterprise core competitiveness and the power of its sustainable development.As market competition is becoming much fiercer and the change of the market demand is getting much faster, the research and development project organizations are facing more uncertainty, which proposes many new requests to these organizations. So the old configurations of research and development organizations aren't able to meet the need of social development. In order to guarantee the research and development projects carried on smoothly, flexible organizations must be established. If so, when facing various kinds of uncertainties, they can rapidly adapt to all kinds of complex circumstances, and gather the personnel and commodity resource to complete the predetermined goals under the restraint of the stipulation time and other resources. Cultivating organizational flexibility of research and development project will be helpful to enhance its success ratio and economic effect. Since organizational flexibility has an important impact on the project's success, it's necessitous to conduct a thorough research on it. This article argues that introducing organizational flexibility research to the research and development project domain has a vital practical significance, regarding efficiency enhancement of research and development project, effective strategic implementation as well as our innovative society construction.This article introduces organizational flexibility research to the research and development project domain, inducts all levels of factors influencing its organizational flexibility, and establishes a mathematical model based on these variable factors, carries on the empirical analysis. Then it discovers key aspects influencing organizational flexibility of research and development project, carries on analysis and appraisal about present situation level of research and development project organizational flexibility based on the multi-level fuzzy comprehensive evaluation method, and finally draws the research conclusions, which will rich the research content of organizational flexibility. This research has developed the beforehand findings, increased new theory insight, extended to new research direction, and provided practical and feasible theories for appraisal and measure of research and development project's organizational flexibility.
