Studies On The Main Benefits Of Multi-distribution Relations And Adjusting In Urban Land Expropriation

The phenomenon of land expropriation,the concomitant of urbanization process,bring that increasing land have been transfered from agricultural land to non-agricultural land. There is not only redistribution of interest in the process of land expropriation,but also interest game.And in the process of interests game,the main part of multiple interest would follow the principle of maximizing their own interests,which cause a series of contradictions and conflicts.Therefore,the urgent issue is:how to adjust interest distribution among the main part of multiple interest and ease conflict in the process of land expropriation.By introducing land developers,the main part of invisible interest,this paper investigated the relationship of interest distribution,conflict of interest and situation of interest game among the land-losing farmers,village-level organizations,local governments and land developers.Then from three perspectives---- institution,procedure and right maintenance,this paper further discussed the adjustment of the main part of multiple interest,and restructure of interest arrangment in the process of land expropriation.Anyway,this paper have three parts.First,I investigated the situation of interest distribution in the process of land expropriation by questionnaire,especially exposed that there is unbalanced and status of land-losing farmers did not change,in disadvantage. Secondly,basing on above data,I analysised the system and non-system factor,resulting in the unbalance.And the factors are:the imperfect mechanism of land expropriation,the closed land expropriation procedures,the lack of the rights of land-losing peasants and governmental public power "rent-seeking" and so on.Finally,I attemptd to put forward some suggestions,including innovating mechanisms of land expropriation,carrying out open and fair land expropriation procedure,and standardizing governmental behavior.
