At present, the development of eco-tourism in Honghe Nature Reserve is a brand-new domain beside the bird observation and the science knowledge inspection. On the one hand, the development of eco-tourism may further promote development of economy and enhance the living standards of Sanjiang area; On the other hand it may strengthen the ecology and the environmental consciousness and accomplishment of the public, reduces the impact and the pressure of traditional tourism to the tourist area environment and the resources, achieves double objects of the eco-tourism and the protection and the construction of the natural environment, it has huge society, the economy and the environment synthesis benefit. Honghe wetland nature Reserve is one of four big wetland nature reserve, which is placed International Important Wetland List of Heilongjiang Province, developing and using Honghe wetland resources reasonably, the eco-tourism development in Honghe Nature Reserve is a brand-new domain, therefore, the research of resources evaluation in Honghe Nature Reserve has the vital significance regarding to sustainable utilization of resources in Honghe nature reserve.This article mainly elaborated the ecotourism concept, the characteristic, the relationship between Nature Reserve and Ecotourism, the home and abroad research progressing and the situation and problems in the Exploitation of Ecotourism of our country's Nature Reserve; from the reserch status of eco-tourism resource evaluation at home and abroad, the overseas eco-tourism resource evaluation has the good external environment, but comparing with overseas, although the research area also have certain disparity in tourist resources' evaluation theory, the evaluation technology and the method of our country, but also we are providing the scientific basis gradually and orderly through the eco-tourism resources' evaluation for the tourist resources development and plan construction as well as the region tourism development decision-making. First the author summarizes the situation of Honghe Nature Reserve from the physical geography and the regional society and economy. And then, on the bases of collecting materials and massive investigation data, the tourist resources of Honghe Nature Reserve have been analyzed and evaluated comprehensively by using the utilization fuzzy mathematics theory and the method. The structure matrix technique is used to confirm the weight of each appraisal index; the method which unified the tourist investigation and the expert group judges is used to confirm the subordination. So the author built the quantitative evaluation's indicator system and mathematical modal of fuzzy appraisement of Honghe Nature Reserve. The conclusion is: on the basis of most-subject-degree principle, the general target layer final synthetically score of tourism resources is: 0.3175, the grade is higher. Finally, combining development of present situation, this article has carried on the experimental exploration and proposed specific measures of the resource development which to the tourism position condition of Honghe Nature Reserve, the domestic and foreign source of tourists market and the product development, the localization of scenic area and the market as well as the strategy and policy for further and sustaining developed.
