With the arrival of knowledge economy age, human resources gradually become the key factor of achieving organizational strategic objectives. In recent years, with deepening of China public institution structural reforms, human resources play a more and more important role. To develop public institutions, they must strengthen and improve their own human resources management. To carry out high-quality human resources management can not be separated from accurate measurement of human resource value. To this end, public institutions should give full play into human resources initiative and creativity, play more important role in its reform and development, it is necessary to measure human resource value in public institutions to undertake a study to explore the measurement. This paper is based on the researches of human resources value measurement mode; try to figure out the "mystery" of public institution human resource value measurement. Therefore, give public institutions ideas on accurately evaluate human resource value.This paper is based on the Marxist labor theory of value, western human capital theory, applied in full funding education and scientific research public institutions, the design of monetary and non-monetary measures combined with the measurement-based model, found on public institution human resources groups value, design individual value evaluation model and verification with. Specifically to explore the following aspects:First of all, introduce human resources value measure research background, research status and situation inland and abroad, research purpose and significance, as well as the main research contents and methods. Explain the conception and meaning of human resources value measuring, and review the theoretical of human resources value measurement in Western human capital theory and Marxist labor theory of value,Then, comparative analysis the existing human resources value measurement model, pointing out that the rationality of the various methods and limitations, point our establishment of monetary and non-monetary-based measures of combining the new measurement mode;After that, make sure public institution human resource groups value and establish individual value measurement model. Because most of the staff and public institutions revenue and operational expenses of the financial allocation from the State, and the state finance allocated funds are from various institutions profits and taxes paid. This is in fact the public institutions form of profit tax turned in, through the state finance as the "middleman" to the institution "to buy" and "pay" them with various services. Therefore, public institutions human resources group value is the state financial allocations to public institutions for part payment of the salaries of their employees.
