The Study On Insurance Transfer Of The Third Party Logistics' Liability Risk

With the rapid development of national logistics industry currently,the number of the Third Party Logistics companies(TPL) grows fast and the risks that TPLs confront are becoming multiform.Previous study on logistics risks management emphasized particularly on the forecasting,evaluation and elusion of risks,while seldom referring to the transfer of risks.TPL will take the liability risk for consignor companies when doing logistics work,but studies on liability risk insurance are not mature,and the development of logistics liability insurance is still a new topic to us.TPLs need the transfer of liability risk while the extending of liability insurance which can meet this need is limited by many conditions.It's quite a problem that both logistics industry and insurance industry must confront currently that how to transfer the TPLs' liability risk effectively.Based on previous studies on logistics insurance and combined with the development and revelation of national logistics liability insurance,this thesis will depict the actuality of national logistics liability insurance markets and put forward particular countermeasures and suggestions to the development of national liability insurance.It dissertates from four parts:First part,the confirmation of TPL' liability insurance and its theory basis.It will explain the concepts,traits,kinds of logistics liability risk and logistics liability insurance. Besides,it will expound the actuality and difficulty of national logistics liability insurance development recently.Second part,the construction of logistics liability insurance transfer system.It bring forward three hypothesis for the construction and set up the system by five steps with the hypothesis. Third part,illuminating the actual operation of logistics liability risk transfer.Bring forward relevant risk transfer methods as for two kinds of TPLs.The last,some suggestions about the future development of logistics liability insurance transfer.It put forward countermeasures and suggestions from four aspects,such as the logistics markets,the insurance markets,the establishment of trust mechanism and the cultivation of correlation human resources.In the end,this thesis will summarize its main conclusion,innovation and some aspects which need to do more research.
