An International Comparison Of Estate Tax And Research Of China's Estate Tax System Design

With economic development,real estate has become an important pillar of our national economy,real estate-related tax revenue in China has also become an important source of financial income.However,real estate tax system in our country, especially in the real estate maintain phase,still has lots of problems,such as unreasonable tax location,imperfection of tax system,and unscientific in tax elements design.Those defectes have seriously hampered the development of the real estate industry itself,the state revenue situation,as well as the macro-control function of the state's tax.In October 2003,the Third Plenary Session of the 16th Party Central Committee cleared that there would be an integrediate estate tax system.And from then on,estate tax reform was officially put on the agenda,lots ofreseach in estate has been done by many experts and scholars.This article firstly points out status and the main problems of China's real estate industry and real estate-related tax,and makes clear definition of property tax,then summarizes the international experience of estate tax and makes comparative analysis from the perspective of tax system's key element,extracts useful enlightenment on China's property tax design.After that,in the base of experience and condition of our country,the article will put forward an estate tax design scheme from the aspects of tax system elements,related measures,systems and details.In the end,article will make analysis about the estate tax's impact on real estate industry,government and state public.By all the reseach,I hope this article could provide some useful suggestion for the government making real estate tax reform and constructing a reasonable estate tax system.
