In this paper,based on literature read at home and abroad,the theories and methods of performance management are summarized and collated.Based on the characteristics of small software companies,design principles,key points of implementation,selection principle of performance index of performance management system are proposed.A small-scale engineering software company is taken as the study object,the performance management system for all levels of business is designed by comprehensive use of BSC,KPI and MBO mode;Company-level performance evaluation index system is designed by using of strategy maps and BSC,Furthermore,it is applied to various departments,so it is a realization of a convergence between strategic management and performance management;In order to realize the association between team members performance and team performance,the performance association model is proposed;in connection with the actual situation of team marketing of the case company,performance evaluation index of market staff based on individual-incentive system is also designed.This system has been partly applied to case company and also has achieved good results,so it accumulates experiences for the full implementation of performance management system.
