Human capital and industrial structure are the important elements of the regional economies development.As the main body which in the economical practice can move only,human capital is one of economic development decisive agents.With the advent of the information age,the human capital will be getting more and more prominent,and substitute land,capital and other traditional elements of production gradually to become the core essential factor.While the industrial structure mainly reflects the regional resources allocation and the resources transformation ability height.It has close relationship between the both.Studying their connection,in order to instruct the reality economic reform practice,has an extremely important theoretical and practical significance.This article takes the human capital and the industrial structure correlation theories as a foundation,has discussed the interactive relationship of the region human capital and the industrial structure evolution,analyzed the function mechanism human capital to the industrial structure as well as the back donation industry restructure to the human capital.And,the function human capital to industry restructure concretely manifests the support affects and draws affects two aspects.Based on theoretical analysis,this article inspects human capital and industrial structure present situation in Chongqing in detail as well as their mutual influence relations.Then it obtains:human capital storage quantity in Chongqing is insufficient,which can not draw industry restructure obviously;human capital industry disposition in Chongqing is not balanced,and the industrial structure evolution speed is slow;human capital local distribution in Chongqing is uneven,and the area industrial structure level disparity is remarkable;Moreover,through the industrial interaction development of "One Hour Economic","Northeast of Chongqing" and "Southeast of Chongqing", Chongqing may promote the comprehensive level of human capital,collocate reasonably industrial and regional human capital as well.But the effect will be embodied by a long time.After the preliminary assurance of human capital and the industry restructure adjustment in Chongqing,the article introduces the education level of employed people and the industrial structure conversion ratio two variables,carries on a empirical analysis on human capital level and the industry restructure adjustment in Chongqing,and the analysis result demonstrates:it exists long-term stability relationship between human capital level and industry restructure adjustment in Chongqing.If the human capital level increases one percent,the industrial structure conversion ratio will reduce 4.552869569 percent;and if the industrial structure conversion ratio increases one percent,the human capital level will reduce 0.2034991395 percent.Because the industrial structure conversion ratio is smaller,the structure transformation adjustment's speed is quicker,in long-term, human capital level and the industry restructure adjustment in Chongqing presents a interactive development relationship.That is to say the human capital level's enhancement can take the industry restructure level to promote powerfully,while the upgrading of industry restructure in Chongqing will also impel the human capital level to enhance in long-term.Moreover,by the error correction model,this article further confirms that between the above two variables,it exists long-term balanced relationship,simultaneously draws the conclusion:the two variables also have causal relationship in the short-term.The correction coefficient which erroneous correction term to the short-term human capital level and the industrial structure conversion ratio respectively is:-0.9174702217,- 0.9749282092.Its revision dynamics is quite big,which shows the variance ratio of the human capital level and the industrial structure conversion ratio fluctuated markedly in the short-term.Finally,based on the qualitative and quantitative analysis result,this article put forward some policy proposals to promote the positive interaction between human capital and industrial structure adjustment in Chongqing.They include specifically:enhance human capital investment consciousness,then increase the human capital investment;vigorously promote education enterprise,then improve the collocation of industrial and regional human capital;speed up the transformation of economic growth way,then display human capital potency;Enlarges the human capital investment inclination to the area northeast and southeast of Chongqing,then promote the industry restructure to upgrade;set up area human capital positive cycle mechanism,then reduce the area industrial structure disparity.
