On Regional Cooperation Predicament And Local Government Competition Failure

Regional economic cooperation or integration is not only a global tendency,but also the proper choice for China.Since we implemented the reform and open policy,the administrative and economical decentralization has taken place,Local authority has started to become independent and has its own benefit,becoming enthusiastic in economic development,competing and cooperating mutually,makes a great contribution to the local economy.Local government competition has promoted the regional coordination.Since the reform and open policy implemented,regional cooperation has gone further gradually,numerous regional economic cooperation organizations are founded,but at the same time,the regional cooperation pauses in the surface layer,regional coordinated policy cannot be effectively executed,and a lot of regional cooperation is nominal,and hardly executed.Besides,Local government competition expiration follows throughout the regional economic cooperation.The reason lies in the financial decentralization reform.Since Local governments' beneficial has been strengthened,the Local government becomes the main counterpart,under the construction of imperfect financial decentralization reform,Local governments' authority cannot be distinguished clearly,and the regulations to Local governments' behavior are lacked,the Local authority becomes easy to be opportunistic.Local government competition inclines to be blind competition,redundant investment,and local protection,hampering the regional economic cooperation development.At the same time,the government not only pursues local economy development,but also pursues its political benefit because of the system "Promotion Tournament",which influences local government's behavior.The Local governments' pursue of its own benefit has deviated from the local economy,making the regional cooperation become a zero gambling in fact,falls into the predicament.In turn,regional economic development will also affect the Local government competition;regional cooperation can be improved by strengthening the regional economic coordination and cooperation,and perfecting the beneficial share and compensation,thus suppressing the Local government competition tendency.Regional cooperation predicament has its in-depth system reason;this paper studies the relation of the regional cooperation predicament and Local government competition failure,focusing on the Local governments' benefit pursuit,exploring the system reason of regional cooperation difficulty,and finally proposes the policy to improve regional cooperation.
