China has a large population, but it is short of land resources. With the development of the economic, the housing security system has been built up. The government help those who have troubles in living, offering them Affordable-House (be on sale),cheap rental house and commercial house with prices being limited. Affordable-House, which is a new kind of house property in the process of house reform, adapts to the economical situation at that time. The Affordable-House has resolved the accommodations of the low income to a certain extent, but there are also some problems in putting the project into practice. For example, most units of Affordable-House cover large area; the building standards are out of control; the price of the Affordable-House is still high; the objects of buying are out of control, and so on. To resolve the problems, it is urgent to adjust and improve the Affordable-House system and to make use of it to help the low income in the reforms of the housing security system.By the methods of historical documents and comparisons, this thesis explores the definition, characteristics, significance and theoretical foundation of the Affordable-House, analyzes the history and the development of the Affordable-House system in China. Then, according to its national conditions, on the basis of the successful policies of the housing security system in foreign countries (areas) such as Singapore, Hong Kong, Great Britain, Japan and Germany, suggestions which can perfect the system of the Affordable-House have been put forward. |
