The MiHa project management station was built in 2005 during the later State-owned enterprise properties management system reformation time, more than three years has passed since then, it tried very hard to find out the new ways in the project management, and now has already built a very strong management team. But there are still lot of problems and gaps between its project management team and a true outstanding project management team, from the superintendent, the supervisee and the entire team's cultural atmosphere. First, the leadership's team management consciousness is not strong, and it has not walked away from the traditional business management pattern - continue to use the tradition means of management method like simply using incentive, with the bonus and praising during the meeting and so on for stimulation, but lacks to effective team drive, this reduced the team member's work enthusiasm and the team sense of responsibility. Next, the staff lacks the passion and drive for the work, they just executive the orders given like machine, and lacks the ability to independently, effectively and creatively solving the real problems, they also don't have the systematically skill upgrading, innovation and the endurance. Third, there is no cultural atmosphere in supporting project management team building, the ownership and responsibility consciousness is light among staffs, there is no common vision and consistent value system in the team, so it is very difficulty to raise the team member's enthusiasm, activity and the creativity. Therefore there is immediate needs to carefully re-examine the project management team's current situation, and begins to improve that.A good project operation cannot carry on without an outstanding project team. One important project management task is to build a competent project team, to maintain the strong vigor and high working efficiency in the team. A successful project team is key to not only the quality of the property service efficiency, but also to enterprise's future development; moreover the improvement of the MiHa project management in the district is also very important to set the landmark standard for the whole property Management Company / industry in the future.According to project management's fundamental theory, the author believes it is needed to thoroughly understand the project team concept, analyzes the MiHa property station project team's characteristics, and the project team's development and component. The author suggests to thoroughly research other outstanding team's method and the strategy, then enhance the superintendent and supervisee's quality and ability, improve the team culture, excavates individual's potential power through the spiritual path, raise team's consciousness level, advances the MiHa project management team building, and provide the outstanding team support to the property service.The project team is the enterprise development cornerstone; the members come from the different background, just like the rainbow which is consisted of different color, the magnificent building is built from big stones, and beautiful music is linked by those single syllables. The importance of the project team can not be emphasized any more. But as the human being is the higher level kind of creatures, it is obvious that it is much difficulty to build a good project team. In this article the author focus his discussion on how to build a good MiHa property station project management team with realistic measurements; according to the author's research the improvement mainly comes from following three aspects:First, we all know that a successful team management maybe not necessarily guarantee the successful of projects, but a defeated team management will inevitably causes the project to be defeated. The real estate management is a complex subject, and it needs knowledgeable project managers. The leadership team needs not only to provide the high-quality service for the inhabitant, but also to motivate all the team member's enthusiasm to serve the residents. You can not manage the nearly 400 people teams by just rely on orders and instruction solely, you must care for the people, fairly treat all the members, drive the team morale through work arrangement, set the right goal, motivate the team, encourage the creativity, pays great attention the emotion site of people, advocates both the spiritual and material incentive, raise the energy and synergize the whole team..Second, the project team building must treat"the human"as its core value, promote a dynamic, psychological and consciousness level adjustment and development, and concentrate on the people management. Project managers are both managing and being managed in the process, and need to have certain capability and the high quality standard.Here are the main tasks required in enhancing the entire team's capabilities: focus on providing enough training to middle level managers; strengthening the administrative personnel and the first level operators' continuing education; speeding up the talents training activities, and forming a high service level specialist's task force. In fact the company needs to prepare certain amount of educational budget every year to train its staff, and the staff training has become the highest strategic investment and it brings back the best return. In order to build a unity, cooperative, learning, and creative team, and improve the overall team competency, the author has formulated a 2009 MiHa property station employee education content.Third, we need to build a strong project team culture, articulate the team mission and its common value, form the standard for individual behavior and standard for business conduct for all the team members, create a successful environment which is invisible but it can actually create the inexhaustible value to the company. Based on the research to the project team culture's definition, the content, and the function, this part of the paper elaborate the property project cultural reconstruction's necessity, the way the project team cultural reconstruction should follow, the principle governing the adaptation, the innovation, and proceeding order for the property service team cultural reconstruction. In addition, this part briefly introduces the Jilin Petrochemical Company (JPC) property management team cultural reconstruction's main content. According to the property management station's reality and the development targets and the work plan, we propose a draft plan that will start with creating a"interactive and learning focused"team, promotes the team with"the common goal"as the cohesive force, base the team by"the mutual trust"as the cornerstone, and make"the enthusiasm"to become the impetus for team advancing. This part mentioned specially that the property project culture is rooted in the enterprise culture and the district culture, but also in higher level than the enterprise culture and the district culture, and is an intangible valuable asset. Through the cultural reconstruction within the project team internally and in the district in an orderly way, we can promote the culture's guidance function, the restraint function, and the driving function, fuse the entire team well, enhances the management efficiency, and finally realizes the property enterprise's social function, the economic function, and the environment function.The project team building is a complex systematic engineering, and it should be done on the base of project management theory, coupled with the project team's existing working practice. The ultimate target is to enhance the team competitiveness. It should start with incentive method and team learning activities, followed with suitable property service team culture, impels the team building to next level, and keeps the pace of the Jilin Petrochemical Company property management and development with the times. The research results on MiHa property station project team building, can not only advance this project team building activities, but may also become a landmark standard which can be applied to all the other Jilin Petrochemical Company's property district management stations.
