Study On The Coordinated Development Of The City And County Based On Fair And Efficiency

With China's rapid economic and social development, the contradiction between the growing demand for public services and supplies of the lagging local public goods is becoming more and more obvious, which is mainly reflected on the disunion of the responsibilities and powers of the county-level governments. The economic development of a county-level governmental area has been severely constrained by the hierarchy, which impedes the realization of economic efficiency. Meanwhile, the original system of county under the control of municipality has not only aggravated the income differentials among cities and counties but also affected the settlements of social justice issues. Thus, to some extent, it has hindered the development of the socialist market economy. Therefore it requires the reform of the original city-administrate-county system in order to adapt to the environmental changes of the economic society. It will lead to non-efficiency phenomenon brought by the unity of regulations if we simply analyze the governing performance of the system of county under the control of municipality from the sense of organizational structure, while neglect the characteristic—the unbalanced development of regional economies. Emphasizing the economic development of counties and narrowing the gaps between cities and counties, this doesn't mean to sacrifice the interests of cities to achieve a status of equalitarianism. On the contrary, we should take the justice and efficiency relationship principles as our theoretical basis while try to reform their relationship, which will not only solve the economic efficiency problems of cities and counties but also the regional problems of social equity, finally realizing the coordinated development of the city and county relationship. Therefore, this article gives detailed analysis of the three developing stages of the relationship between the city and county starting from the relationship of equity and efficiency -'giving priority to efficiency while paying attention to equity 'the center city developing stage, the 'giving more attention to equity' county economic developing stage and the 'realizing balances between efficiency and equity' city and county coordinated development stage. At the same time, it reveals that the reforming paths of realizing the coordinated development doesn't rely on jointly adjusting the power relations of cities and counties but emphasizing taking actions that suit local circumstances—from the imbalances and differences of regional development, we study the reforms of regional governmental systems.
