Government Accountability System Research Of Zhejiang Province In The View Of Economic Responsibility Auditing

Government accountability is an essential requirement for building a government with responsiblity and service awareness ; is necessary to implement China 17th Communist Party Congress's spirit and to strengthen the powers of supervision. In recent years, the academic field does much research about Government's accountability system theory,present issues and practical solution and other comparative studies, but about financial responsibility accountability between the Government of the relevance of research is less.This paper uses historical analysis, comparative analysis and empirical analysis, from the macro level of national government accountability and economic responsibility auditing in government accountability to analyze the status quo, hoping to draw some general understanding, in order to do a good job of paving the way to research in Zhejiang Province. The article then focuses on an analysis of, the actual situation about Zhejiang Province economic responsibility audit government in the Government accountability system ,finds the existence problems about economic responsibility auditing accountability imperfect legal system, the unsound work of economic responsibility auditing mechanisms of accountability, poor economic responsibility auditing accountability rating system, which seriously affects the economic responsibility auditing accountability effects on the government's economic responsibility . Finally, the article attempts to put forward five suggestions for improvement: clearing the subject, the object and the scope of economic responsibility auditing accountability to format the accountability legal system; to sound economic responsibility auditing accountability work mechanisms; to improve the economic responsibility auditing accountability rating system; to innovate the methods for Economy responsibility auditing accountability; to improve the quality of accountability staff, with a view to provide reference and recommendations for further sounding the Chinese government accountability system.
