As an opening industry, international tourism is an important part of international service trade, and is one of the biggest industries that expanding rapidly. In our country, international tourism is not only a key industry in most regions but also plays an important role in exporting and promoting the trade of service. With the acceleration of the process of the free trade of service and general performing our promises that we gave when we joined WTO, it is necessary to do some more professional research work on international competitive capability of regional tourism under the new international situation. By using the theories and methods of international trade, regional economies and tourism science, the author set up an index system of international competitive capability of regional tourism. It is used to evaluate tourism competitive capability of Zhejiang province; to find the problems and puts forward the measures to improve the international competitive capability of Zhejiang tourism.This paper is divided into seven parts.In part one, primarily expatiate on the background of development of international service trade and point out the practical significance of the study of international competitive capability of regional tourism under the free tendency of service trade,and expounds the domestic and foreign research status .Then, present the basic idea and framework of the paper.In part two, the basic concepts of international competitive capability and tourism zone are defined at first, then, expounds the fundamental contents of comparative superiority theory, comparative advantage theory and the theory of sustainable developing of tourism. This part provides the rationale of tourism science and competitive capability for the study on international competitive capability of regional tourism.In part three, firstly the connotation and basic characteristic of the regional tourism competitive capability are elaborated. Secondly, the use of comparative superiority theory and comparative advantage theory in the regional tourism competition are analyzed. Thirdly, an "international competitive capability of regional tourism" model is set up.In part four, on the basis of concluding evaluation theories and methods of forefathers, the author sets up an index system of international competitive capability of regional tourism and the methods of AHP is selected as key method of statistical analysis. In part five, based on the analysis of current situations of Zhejiang tourism and the influential factors of competitive capability of tourism, the author makes a quantitative evaluation of regional tourism competitive capability in Zhejiang province with the application of the index system in part four and compares Zhejiang tourism with other regions in eastern china, analyzes the advantages and disadvantages of international competitive capability of Zhejiang tourism.In part six, the measures to improve competitive capability of Zhejiang tourism are put forward.In part seven, the summary of the whole paper.
