Under the situation of economic globalization and financial integration, international banking business market is increasing rapidly. At the same time, competitions are more fiercely alone with more and more local and foreign financial institutions entered into Shannxi. Export-oriented ratio is lower in Shaanxi province which is located in the western inland area. The international banking business development strategy with Bank of XX, Shaanxi Provincial Branch is discussed to point out its development path with an aim of promoting development.According to a sequence of Environment, strategy, implementation, comparative analysis is used with a large amount of data. Firstly, external environment is analyzed from the international, economic, political, technical, industry parts of environment, in which, five-force model is used. Secondly, internal environment of Bank of XX, Shaanxi Provincial Branch is analyzed on international banking business about its history, current situation, problems and in-deeps causes. Based on this external and internal environmental analysis, SWOT analysis is applied to summarize strengths, weaknesses, opportunities and threats that Bank of XX, Shaanxi Provincial Branch is facing to on its international banking business development. And according to organizations, resources and skills required for three basic competitive strategies, competition strategyis selected: a differentiation strategy based on a comparatively concentrate market. After that, policies to support above strategy are selected from the point of institutions, markets, innovations and risk management. Lastly, some measurements need to do are listed for operations in reality.
