The work of banks is mainly engaged in risk management, for this is simple banking business, and risk management capability will be a core of the future competitiveness of the banks core elements. As soon as possible to external economic and financial and regulatory environment, and set up a sound and effective comprehensive risk management system, on the face of the credit risk, market risk and operational risk, such as various types of risk with the implementation of effective management to enhance risk management as China's commercial banks need answer and solve the problems.At present, China has become increasingly integrated into the global economic and financial integration, domestic banks face increasingly complex and changeable risk; growing competition among international banks, intense, "New Basel Capital Accord" on the banking industry more stringent regulatory risk. However, domestic banks and international risk management level compared to first-class banks, and the "New Basel Capital Accord" requirement, or the gap significantly. This paper from the commercial banks risk management basic concepts, the role of historical development as well as start with a detailed analysis of China's banking risk management and the status of the existing problems, according to the international advanced banking best practices, especially in the spirit of the Basel Committee, and actively explore how domestic commercial banks to establish the spirit of the agreement to comply with the new capital of a comprehensive risk management system, China's commercial banks and proposed risk management framework, credit rating system and operating risk assessment, control the direction of improvement, this is the major innovation of this paper.
