Since the 1990s, China set off a building boom of the CBD,many cities have put in applications for construction of CBD. Although there do have some city of china have the capacity to built CBD, but across the country, the number is not so large. Too many of the CBD's building will not only lead to a series of economic,social problems,but also will affect China's urbanization process in the healthy development. Therefore, studing the formation factors of the CBD is necessary.In this paper, the main object is the factor which impact the Formationof impact the CBD. First of all,through the stepwise logistic regression method to determine our country's existing CBD formation of main factors,and then use SPSS software to China in fifty two large-scale urban construction CBD ability to carry out comprehensive evaluation and further to forecast those cities which have the conditions to built CBD but in fact not. The results show that:Industry conditions, Market demand conditions,Traffic conditions,Location conditions play a very important role in the development of the CBD. In all of the factors, Traffic conditions is the most significant in promoting CBD 's development and Industry conditions is the relatively minimal; the gap between China's eastern,central and western urban development level is obvious,there are eighteen cities in the eastern part have the capacity of a CBD building,but in the central and western regions there are only eight . Excluded the cities which have the CBD building, there also have thirteen cities which have the capacity to built CBD,such as Shen Yang,Ha Er Bin,Wu Xi and so on. At last, according to the final conclusions of the above,and the actual situation in China,we describe China's CBD construction problems and then give out the corresponding policy recommendations.
