Land is the material foundation of human beings living and social development. With the development of population and the fast-paced urbanization and industrialization, there comes the unbalanced development between the resources and supply limitation of the land and the increase of the social demand for land. The conflict between human beings and the land becomes more and more furious. The land resources have already become the bottleneck of the economic development and improvement of human beings'living standard. The structure of utilization of the land refers to the proportion of each kinds of land utilization among the whole, is the reflection of allocation of land resources in different industries and the reflection of the relationship between the proportions of each kinds of land utilization among the whole. The structure of ground resources utilization decides the function of the ground utilization system. Reasonable structure of ground utilization can keep the fine circulation of ground utilization system, and promote the consistent development of society and economy. To establish and implement the reasonable utilization strategy of a region, people need to analyze the characteristic of the structure of land utilization from different level and aspects, to find the problems in the process of land utilization to analyze the factors which influence the changes in the structure of land utilization, to help the reasonable allocation of land resources in different departments in national economy, and to provide the evidence for the maximum of the integrated efficiency of the land resources utilization . For this purpose, based on the current structure of land resources utilization in Shanxi province, this research pattern and forecast dynamically the changes that might happen in the land resources utilization structure.Based on the theoretical research on changes of land utilization structure, by using the land utilization structure as the research object, this paper analyzes the social and economic reasons for the current land resources utilization and the changes of land utilization structure in Shangxi province to provide the basic data for forecast, and through establishing the structural models of BP Neural Net and Genetic Algorithm Neural Net for land utilization structure to forecast the future land utilization structure. In allusion to the complicated changes of ground utilization structure and the disfigurement of BP Neural Net in application in forecast, by using the Genetic Algorithm to optimize the model of BP Neural Net, this paper forms the model of Genetic Algorithm Neural Net which is a combination of model of Genetic Algorithm Neural Net of Genetic Algorithm and BP Neural Net by matlab. Through empirical research, this paper suggests that using Genetic Algorithm to search globally in the Genetic Algorithm Neural Net, can make the process faster and not easier to fall into local minimum. Thus, using Genetic Algorithm Neural Net in the forecasting of land use structure is practical and effective and has a great foreground.
