More and more academics and administrators have recognized the importance of the implementation of the enterprise,practice has proved that it is necessary and feasible to improve execution in enterprises.Is it necessary in local government?Actually, many problems still exists in local government through the reform such as redundant staff and infrastructure which violated polices. The failure of these reforms can be attributed to lower implementation of local government. Government is public organization services for people, in a sense, improving execution in local government is more important than in enterprise.The first two sections in this thesis have elaborated the definition of"executive power"and some closely related notions. The third section focus on some theories of improving execution in enterprises to give references to local government, and improving execution in enterprises and local government are comparatively analysis to pay more attention to the characteristics of local government. The forth section have analyzed some phenomenon in local government. Lower implementation of local government in our country are caused by many factors. The final section have discussed how to improve execution in local government.First, local government must strive to develop organizational culture which can easily help local government to improve implementation. The organizational culture is the sum of the widely held beliefs, values, norms and assumptions of its members. The behavior of employees are constantly affected by these notions and strengthened through rewards and sanctions. In local government, the value"making the customer your first priority"also should be espoused. Top management plays a very important role in shaping organizational culture.Second, the relationship between political party and government must be improved, and some functions of local government should be outsourced. In order to lower service delivery costs and to improve service quality, local government must decrease employees and clear the duties of all agencies. In addition, supervision must be strengthened to receive timely feedback.Finally, improving human resource management is another approach. It shapes the organizational culture and supports efforts of managers to implement a broad range of productivity strategies.
