The Risk Management Study On PFI Project

As a new financing way for infrastructure construction in China, the model of PFI(Private Finance Initative) has been proved in many countries that it can take full advantage of non-governmental funds to effectively alleviate the financial pressure, and bring in advanced technology and management to improve the public infrastructure construction and service quality, and promote the development of the national economy. However, due to the many participants in the PFI, a long construction period, the number of uncertain factors and large scale of investment, risk management become the key problem of PFI project. Successfull risk management has become the assurance of realizing the PFI project smoothly.Based on researching the basic theory and the status quo of PFI risk management at home and abroad, the article gives the PFI's risk management framework and characteristics, and studies up on the PFI risk identification, risk assessment, risk control risk allocation and risk control.According to the basic theory of PFI, this article classifies the risks by the characteristics of PFI. Then the article carries on the specific analysis and description to PFI project's risks. Based on the establishment of the risk index system by Delphi method, this article is combined with fuzzy AHP and questionnaire survey to establish PFI risk assessment model, and quantitatively evaluates the risk factors to gives the order of risk's importance and the degree of risk. In the study of risk allocation, the article has a comparative analysis on the situation of risk allocation at home and abroad by using the experience of other countries for reference, and gives the main way of risk allocation based on analyzing the features of risk allocation in China. In the stage of risk control, the article provides the general treatment measures to risk. Later, this article makes a case study. In view of the problem in risk management at this stage, this article puts forward some suggestion, such as Improving the policies and regulations, improving the organizational system and so on.
