Research And Practice On Development Of Dujiangyan Industry Based On Circulatory Economy

Differing from the traditional Linear Economy, and by making maximum use of the materials and energies which enter into the production and consumption system, Circulatory Economy aims at increasing the quality and efficiency of economy operation, achieving the coexistence between economy development, resource saving and environment protection, and meeting sustainable development strategy; emphasizes the economy activities should be guided by the ecological law; meets the requirement of low development, high utilization and less discharge; and it characterizes the human economy activities by a feedback process in the way of resources products recycle resources. Circulatory Economy is a sustainable development mode which realizes the coordination and mutual influence of the environment optimization and economy growth; it is the basic way to promote resources utilization efficiency, and to create power-saving oriented society. Therefore it is very important for Dujiangyan city that lies in the upper reaches of Minjiang River to develop circulatory economy. By theoretical analysis, this thesis gets a normal understanding of the circulatory economy, analyzes its principle and practical way, proves its dialectical relations with sustainable development, and at last gets the theoretical basis for further study. In foreign country and developed coastal city of China, circulatory economy has already been practiced, which provides technical basis and practical experiences for Dujiangyan City. After on-the-spot investigation, to develop the circulatory economy, this thesis analyzes the advantages and barriers of Dujiangyan; submits the guiding ideologies, basic principles and measures for the city; meanwhile it also points out if the city develops the circulatory economy it must encourage the development of modern service industry, new industry and eco-agriculture to implement its large scale, organization and brand strategy; optimizes and strengthens three major industry, makes the three industry realize mutual interaction on a higher level, at last promotes the sustainable development of Dujiangyan economy society.
