It is not only the economic problem, as well as the social problem.The low-rent housing rents as a means of soluting Housing Problem of the Low Income People, it is related to social stability and political tranquility, embodies the care of government regarding the lowest income family, it is"the safety net"and"the shock absorber"of the society, which relates to the society reform, the development and the stable. The low-rent housing supply and demand gap is huge in the course of development and leads to many people no house to reside.The quantity of vacant commodity housing is high in China, while the low-rent housing supply and demand gap is huge. To solve the conflict, the essay proposed transforms the vacant commodity housing to low-rent housing. The transformation will digest the vacant commodity housing, solve"the market malfunction"in the housing market, Activate the real estate market, defuse the finance risk, improve the input-output ratio of the land, reduce the poor and rich opposition, realize social fair and stable. Therefore, the research has practical values, so to activate the vacant commodity housing and generate more low-rent housing resources for the government managers and the policy makers.First, this paper describes the condition of vacant commercial housing and the contradiction between supply and demand for the low-rent housing in China.
