Recently, project ex-post evaluations obtain widespread development and application in our country. Introducing ex-post evaluations to road-bridge investment project will enhance research and the management level, and will promote the ex-post evaluations of road-bridge investment project to scientific and standardization direction. It has great significance to improve the investment benefit of road-bridge investment project.Taking the ex-post evaluations of road-bridge investment project as the breakthrough point, in view of the problems of untypical distributing of collectivity and the absence data of sample, this paper studies two appropriate methods: non-parameter test and the comprehensive grey cluster method which are based on the theory of non-parameter statistics, grey system and cluster analysis, as well as computer software.The theory system of un-parameter statistically method is relatively mature and its reliability and accuracy are fairly acceptable. This paper researches the classical method of non-parameter statistics: wilcoxon signed-rank test, and discusses its application. Based on the classical theory, this paper proposes the numerical solution of wilcoxon signed-rank test, and realizes it by SAS. Furthermore, taking into account of the distribution uniformity of collectivity, this paper proposes a special test method, discusses its advantage and disadvantage, and pointes out the problem that is easy to appear and its solutions.With the rapid development these years, the integrated structural system of the grey theory is built, which is specially adapt to the situation of less data and poor information. Cluster analysis has a wild application in the research of ex-post evaluations. If we can integrate these two methods into a new method, good effect can be produced. This paper proposes the concept of grey interval correlation degree, discusses the solution of the cluster method on grey interval correlation degree and the comprehensive grey cluster algorithm, and its procedures.Baishazhou bridge is one of the two bridges that communicates the midst cincture of Wuhan city. This paper evaluates the influence of the economy and community of Wuhan city after the bridge had been build. In view of the condition of population, economy and transportation in Wuhan city, combining with the methods that mentioned above, this paper analyzes the near-term and long-term influence of Wuhan city, and proposes a suitably evaluation. At the same time, the operability of these two methods had been proved. In the end, this paper discusses the methods' advantage and disadvantage and pointes out the application condition of them.
