With the serious competition and organizational structure compressing in IT industry, the relationship between employer and employee has been great changed and it makes maintaining the psychological balance of both the employer and employee especially the employee be concerned and the psychological balance includes the sense of the individual to the organization. As Organizational Justice (OJ) is a sense of the individual to the fairness of organizations and Psychological Contract Fulfillment (PCF) is expectations of the staff to obligations of the organization, they are part of the sense of the individual to the organization. In IT industry, as a knowledge-intensive industry, talent people seek their development. On the other hand, it faces with the frequent staff turnover because of the rapid development of the IT industry. PCF includes so many factors, which is concerned by the talent people in IT industry, such as relationship dimension, development dimension and so on. The staff turnover rate is also the reflection of O and PCF. This paper tries to discover the characteristicses of OJ and PCF of IT industry staff and their relationship in the method of demonstration.By the literature review and the analysis of the characteristics of the IT industry and its employees, this paper modifies and complements the usual domestic mature scales of OJ and PCF, and finally finishes the special scales aiming at IT industry staff, which includes 4 dimensions and 22 items in formal OJ scale, and 3 dimensions and 23 items in formal PCF scale. Then this reseach collects 312 samples in IT industry from comparatively developed cities, Dalian, Shanghai, Beijing and so on. In the steps of sending questionnaires, analysizing the data by using difference analysis, correlation analysis and regression analysis and summing up the results, the conclusions follow that:a. In IT industry, the OJ has correlations with PCF.b. Procedural Justice and Leader Justice could bring about PCF more easily in IT industry.c. Because of the IT speciality, the staff usually bahave more actively in the development dimension of PCF.
