Try To Explain The Harmonious Idea In Science＆Technology Policymaking

In order to accelerate the development of S&T, more and more countries are putting emphasis on making scientific S&T policy. This paper tries to explain the harmonious idea should be considered in Science and technology policymaking, and analyzing some Science and technology policies of countries in reality from the angle of harmony. This research work includes the following parts.Firstly, the paper introduce science and technology policy's definitions,essences,characteristics,functions and the main contents. Discovering harmonious factors that contains in science and technology policies.Secondly, the paper elaborated various harmonious thoughts from the angle of the history. Including ancient Chinese harmonious thoughts of the Confucianism, which praise harmony highly; Including the Taoist ideologist, which emphasis learning from nature methods; including the ideology which say human and nature should live together harmoniously etc. At the same time, the paper also concern with western philosophers, such as Pythagoras, whose harmonious concept is of numbers, and including other philosopher's harmonious idea of modern age in western. At last introducing Marxian's self-contradict in which there are harmonious factors.Thirdly, this paper concludes science and technology policy should be harmonious with social economic condition,with environment,with humanities environment; R& D expenses devotion is harmonious within countries; the diapason of R&D expenses is harmonious in intern comparison, and pointing out the importance of harmony in the national science and technology policymaking.Finally, the paper come to substantial evidence to analyze the harmonious and unharmonious science and technology policies from positive and negative aspects, furthermore explaining the importance of the harmonious factor in science and technology policymaking. These definite proofs have the tremendous reference function in science and technology policymaking and implement of our country, emphasizing harmony is an important principle.The innovation of the paper is to put the harmonious thought together with the science and technology policymaking, it has not been found from the previous academic paper ,this is the first step of all the people .Because of having no reference of this past , so it gave me much difficult .From the argument, the paper pointing out that the harmonious thought is an essential tool. Using it, can we make better more and more scientific policies, from them can guide the development of Chinese science and technology, accelerate the develop of science and technology.
