On New Mode Of Global Enterprise Crisis Management-Business Continuity Management (BCM)

Since the beginning of the 21st century, a series of calamities, such as"9.11", SARS, Widespread Power Service Failure in North America, Hurricane Katrina, Indian Ocean Tsunami, WenChuan Earthquake Disaster, and the current global financial crisis, have forced all governments and enterprises throughout the world into the cognizance of the enormous influences on the daily business of an enterprise caused by calamities, and of the tremendous impact on national economy. Thus, how to effectively react to the variational calamities and how to ensure the stable and continuous operation of an enterprise's business has again become the serious subject for the governments and modern enterprises to consider about.The traditional strategies in dealing with crisis mainly focuses on the actions taken while the crisis happening and afterwards, as well as the recovery and salvage after the crisis. On the contrary, BCM and BCP (Business Continuity Plan) is an comprehensive scientific management project and process, which, through the measures of Crisis Analysis, Business Impact Analysis, Key-business Establishment, Recovery Time Objectives Establishment, Continuous Business Settlement, Education and Training, and Project Checking and Remedy etc., helps the governments or enterprises to discern and analyze the potential crisis, to estimate the dangers for the business operation the crisis brings, and the threats the dangers cause, and the impacts on the an enterprise's business brought by the dangers. Then it offers the enterprise a flexible effective management frame and system to hinder or at least reduce these dangers to guarantee the enterprise to operate continuously in the crisis.The thesis consists of five parts. In Part One ( the Introduction), the author states the theoretic and realistic significance of the present research, resumptively reviews the major domestic and abroad researches on this issue, briefly presents the structure of the thesis and introduces the theory used in it, and as well points out the innovation and defects of the thesis. In Part Two, the author explains the concepts of Crisis and Crisis Management, presenting the various understandings and classifications of domestic and abroad scholars. The author also generally tells the origin of Crisis Management, then enters into the major part—Business Continuity Management (BCM).In Part Three, the author focuses on the introduction of the background of BCM and its executive processes, then in succession, by comparing BCP with DRP and mainly analyzing the process of BCP project, the author puts forward the innovative views, i.e. in the current situation the epoch-making credit-crisis management should be brought into BCM to help the enterprises perfect their continuous projects.In Part Four, basing on the analysis of the essential theories, the author compares the achievements of the representative countries as Britain and USA etc., then probes into the important role BCM plays in the global economy. In terms of the development of BCM abroad, the author generalizes its four characteristics: first, BCM emphasizes its standard building, focusing on government's orientation; Second, BCM is deeply recognized and studied through various seminars; third, as the internationalization step of BCP is being quickened, more and more organizations actively participate in the constitution of the international standards of BCP; fourth, national standards of BCP should be made on the ground of global experience; Fifth, emergency response drillings should be carried out frequently to get practical experience for ensure business to operate continuously.In Part Five, the author summarizes the course of BCM set-up in China, penetrates into the existing problems in it, then points out that while referring to the successful foreign experience, we should meet with the international practices while remain suitable to China's domestic features to generalize the theories and practical strategies of business continuous development, then we can offer better service to the continuous development of Chinese enterprises.
