The Study On Intertemporal Optimal Disposal Of Nonrenewable Resource

Natural resource,especially the nonrenewable resource,plays more and more important role in today's economic life.But the amount of nonrenewable resource is scarce.People live in today deprive the future generations' right to make use of these resources,when they bring up the modern economic life.The sustainable development is what we need.Our country has plenty natural resource.But how to make best use of the nonrenewable resource with the aim that satisfied the need of both our generation and the future generations has become an entirely new topic lies in front of us.Therefore,this article analyzes the factors that influence the optimal disposal of the nonrenewable resource by establishing an intertemporal model in order to make best advantage of nonrenewable resource.The first chapter is named introduction.It presents the problem of the nonrenewable resource use and the problem of sustainable development.At the end of 2006,the per capita coal resources in China is only equivalent to 50 percent of the world average,and the per capita oil and natural gas is only 1/15 of the world average.How to make the limited resources best use between generations in order to achieve the sustainable economic development that our generation and the next generation would co-ordinate development has currently become the biggest issue in front of us.Therefore,this article studies the factors that influence the optimal intergenerational allocation of resources.We point out that the advance in technology, the change in the discount rate,the adjustment in resource tax,and a number of other factors would impact the optimal intergenerational allocation of resources.The chapter Tow is named the study of intertemporal use of nonrenewable resource.It deeply analyzes the problem of the intertemporal use of nonrenewable resource.Based on the classification of natural resources,this article pointed out that the natural resources have natural property and economic property at the same time. The natural resources and economic development are closely linked precisely because of the economic property of natural resources,which has became one decisive factors to achieve the sustainable economic development.Because the core of sustainable development is to ensure both internal and inter-generational equity in the distribution of resources,the sustainable use of natural resources and sustainable development are inseparable.The natural resources are the material foundation of sustainable economic development,and it determines the capacity of the sustainable development of society.The chapter Three is named China's non-renewable resource use.It mainly analyzes China's current non-renewable resource utilization.China's nonrenewable resources in reserves are very rich,but significantly less in per capita resources.By removed exclusion of population growth factors,China's average annual resource consumption is rising year by year,and this trend shows no sign of abating.The chapter Four is named the review of historical theoretical research.It mainly studies the ideas and literatures which brought by domestic and foreign scholars on the issue of optimal cross-period allocation of nonrenewable resource. The domestic and foreign scholars who study the problem mainly focused on two aspects:one is the relationship between the intertemporal distribution of nonrenewable resource and the economic growth,and the other is the factors that influence the optimal disposal of nonrenewable resource between generations.The chapter Five is named the analysis of intertemporal optimal disposal of nonrenewable resource.Based on other scholars' research,this chapter studied the factors which impact the intertemporal distribution of nonrenewable resource,such as the improvement in technology,the change in the discount rate,the adjustment in resource tax and the issue of alternatives.In this article we point out that,firstly,on the terms of the discount rate and technological progress,the nonrenewable resource should be used in the earlier period with a high interest and the nonrenewable resource should be used in later period with a high TPF.Secondly,in the process of intertemporal optimal disposal of nonrenewable resource,the economic impact of per-unit resource tax change is determined by the relationship between the average adjustment ratio of per-unit resource tax and the discount rate.Moreover,the economic impact of ad valorem resource tax change is determined by the relationship between the sum of the average adjustment ratio of per-unit resource tax and the average adjustment ratio of price and the discount rate.Thirdly,on the terms of alternatives,when a new alternative appears,it can effectively save the materials used in production,and can minimize the cost of the firm at fixed output level. Moreover,at long time-series economy,in regard to two input elements,the firm should ensure each final cost of the element of one product unit equal to marginal discount output in equilibrium in order to minimize the cost of the firm at fixed output level.Therefore,manufacturers will be able to optimize the production by applying the altematives during the period.The chapter Six is named policy recommendations.Based on the analysis of factors which impact the intertemporal distribution of nonrenewable resource,we present some policy recommendations in this chapter.Firstly,we should improve the level of production technology and optimal deploy nonrenewable resources under a reasonable level of interest rates.In order to achieve the goal of sustainable development,our country should insist on taking a new road to industrialization, encourage technological progress,improve the efficiency of resource use,and promote rational resource production,consumption and recycling under a reasonable level of interest rates.Also,we should vigorously develop the circular economy development.Secondly,we must adjust the level of tax resources and means,which lays the foundation for rational utilization of natural resources.In order to promote our country's sustainable economic development,we must in one hand enable the price of resources truly reflect the relationship between market supply and demand by opening up the price control of the nonrenewable resource,and in other hand enable the resource tax become important allocation means of nonrenewable resource by reforming the formation of resource tax system.Thirdly,we should actively develop new resources,and improve the quality of alternative of nonrenewable resource,which would guarantee the sustainable use of natural resources in our country.Our country should in one hand study and develop alternative of nonrenewable resource,and in other hand improve the quality of alternative of nonrenewable resource,enhance the use efficiency of the alternative, which would better substitute the original product.The innovation of this article is that,we present a kind of study mode used to analyze the intertemporal optimal disposal of nonrenewable resource,,in order to provide a cross-time ideas and methods.
