On January 16, 2009 ,the Agriculture Bank of China Limited liability company launched officially. Hence, four maximal state-owned Commercial banks in our country completely had already carried on the joint stock system.So the Chinese Banking industry reforms wins initial success.But the world financial crisis is increasingly fierce recently,and the overseas financial organ goes out of business in abundance. Therefore, our country Commercial bank is also facing the crisis.Other aspect, five year protection period for banking industry being WTO entry already ended at the end of 2006; At present, the Foreign bank registers in China in abundance; In addition, the foreign investment company invest to our bank,these causes China's banking industry competition intense day by day. Because overseas banks accumulate advanced managerial experiences, and have the mature pattern in there glorious history ,so our banks get serious impact.We know that bank industry is economic lifeline in every country. Foreign bank's debarkation and merging definitely will threaten our country's financial security and the financial sovereignty especially legislation and supervision is unsound in our country at present.Banking industry strength promotion is the only way to solve the problems we mentioned.So this is why our country put in force reform of joint stock system.Because bank industry have special position in national economy movement ,so our country still holds the holding status in bank bank industry. In summary, the management of state-owned property in bank durstry is the key to make our country's economy movement healthy development.After, I analysed the above reality, I think management of state-owned property in commercial banking industry is urgent. Until now,the law of state-owned property have not got across,and Committee of state-owned property management and supervision about finance have not come into existence,so we can say that it is more difficaut to management about state-owned property in commercial banking industry. The state-owned bank transformed the company,so it is logical to having corporate governance.But in our country state-owned property in commercial banking industry is managed by more than one department. Therefore we say that banking industry's reform still has heavy mission.Now we can point out that this problem's key is that investor's represent is unclear.In this article I hold the key of problem in management of state-owned property in commercial banking industry,which it is investor's represent is absence,and place other questions one side.So I can be easy to find a pattern for investor's represent. I introduce the Principal-Agent Theory at first,which include primary coverage, development process as well as domestic and foreign research present situation.After that I summarize our country reform and open policy about banking industry state asset management reform and the development. Predecessors'theory and so many year's reform experiences are the foundation which the present paper can compose. In the third part the author select representative several countries who take the different patterns in management of state-owned property in commercial banking industry for give our country's management some apocalypse.From those country we kown establishes the perfect commercial bank interior management structure overwhelming to become various countries holding commercial bank to the state-owned capital management common choice.In the fourth chapter, the author mainly analyse the problems which in management about China commercial banking state-owned property. And I also point out that investor's represent is unclear inducing so many problems.After having analyzed the problems,I propose own viewpoint in view of the most basic reason about management of state-owned property in commercial banking industry. This is the paper last chapter.After that I give out four principles for choosing investor's represent.Next,I generalized analysis domestic scholar mentioned patterns for investor's represent.Last,I give a pattern that is the most inportant part to this paper.In the end,we know that the state asset is serves for all the people and for many aims.But in this paper,I only pay close attention to the increasing the value of state.It is the shortcoming about this paper. I think make force implementation of market economy is the way for all the problem.
