Study On Finance Risk Warning Management Of Real Estate Enterprises

China's economic system reform, which started from the late 1970s, has always taken reform of state-owned enterprises as its main task. By far, having absolute predominance of key industries and fields, the State-owned Holding Companies have been the main form of State-owned Property Management in China, and also serve as the main force of the country's economical growth and international competition. However, there are some issues in the practical course of financial governance, the core of the governance of State-owned Holding Companies, such as, overly concentrated configuration of financial power, excessive intervention of government administration, vacancies of financial motivation and constraint mechanism, and vacancy of personification ownership. All these issues have obstructed the perfecting of financial governance in the State-owned Holding Companies and become the sticking point in the reform of state-owned enterprises. With a view to these problems, this article, from the related theories of financial governance, mainly analyzes the current situation, characteristics and existing problems of financial governance of the State-owned Holding Companies. Learning from the financial governance experience of Temasek Holdings, a Singaporean enterprise with oriental cultural background, and Iri Group, an Italian enterprise with representative western style, this article also aims at perfecting financial governance in the State-owned Holding Companies by means of setting up budget system of capital management, incentive mechanism of capital contributor, motivation strategy of management layer, and assessment of managing achievements.
