Natural gas is a sort of clean and efficient energy, and significant in mitigating the energy deficiency and environment pollution. So natural gas is preferred by all countries all over the world and occupies important station in the world energy demand structure. China demands more and more energy, and leads to worse and worse environment. It is valid for replying to the energy and environment problem to promote and ensure the natural gas industrial development. At present, the natural gas industrial is in the ascendant. There are problems and challenges such as legislation absent, weakness of administration and supervisal, poor price mechanism and so on in the natural gas industrial. The legislation is desired.This dissertation is consist of five parts. The first part is introduction. This part is mainly about the background of choosing subject and the significance. The second part is the status quo and future of the natural gas industrial. At the basic of analysis in the status quo of world and China natural gas industrial, this dissertation forecast its future and significance in Chinese energy security, environment sustainable development and international relationship. The third part is Chinese legislation in the natural gas industrial and its problem. This part researches Chinese actual legal system in natural gas industrial and points that there are problems such as half-baked legal system, a lack of uniform administrative and supervising system and poor price mechanism in actual legal system. The fourth part is foreign natural gas administrative legislation. The author chooses the legislation of U.S.A., Canada and Britain whose natural gas industry is developed to research whose legal system, administration system and price mechanism. And summarize the common ground and differentia. The fifth part is construction of Chinese legislation in the natural gas industrial. This part give the legal suggest in consummating natural gas legal system, establishing legal principle and constituting administrative and price mechanism. In all, Chinese legislation in the natural gas industrial must be constituted by following points. First of all, adopt uniform constitution and license mode and perfect natural gas legal system. Second, establish legal principle such as public participation, economical, universal service and so on. Thirdly, constitute administrative system adopting administration and supervisal separated mode to built administration system. Finally, establish price mechanism which is different in upriver and backward position.
