| With the knowledge and innovation playing an increasingly important role in economic development, Regional Innovation System(RIS), as the main force of regional innovation , is in a pivotal position in regional economic development. And the main body of RIS - Small and Middle-Sized Enterprises (SMEs), because of their flexibility of development and innovative advantages, are playing an increasingly important role in the regional economy, and their development is being paid more and more attention. The devlopment of SMEs is inseparable from RIS, and it can not be separated from the support of other elements in RIS, either. Therefore, the study of RIS and how the elements of RIS to promote SMEs growth, is of great significance to supporting the SMEs growth more effectivly and specifically.Firstly, this paper summarizes the relevant theories about RIS and SMEs growth, and on the basis of the connotation of RIS, the meaning of SMEs growth, and the role of SMEs plays in RIS, this paper analyzes the mechanism of the elements of RIS- local government, universities and research institutions, large enterprises, intermediary agencies, financial institutions, promoting SMEs growth, as well as the interaction among the elements for the the promotion of SMEs growth.Secondly, this paper establishes evaluation index system of RIS promoting SMEs growth from both the inputs of RIS and the outputs of SMEs growth, and use Data Envelopment Analysis (DEA approach) to build a performance assessment model. Using this model, this paper makes an empirical analysis on Heilongjiang RIS, and identifies the existing problems of Heilongjiang RIS promoting SMEs growth and the method of improving the performance.Finally, this paper analyzes the current situation and problems, and basing on the international experiences of developed countries and regions of the RIS promoting SMEs growth, this paper puts forward the countermeasures of the elements of RIS promoting SMEs growth. |
