Guangzhou is one of the regions to included ship exchanges as the rule of law. In particular, the Administrative Licensing Law and Guangzhou Ship Exchanges Provisions can not adapt to the realities. In addition, some new situations and new problems emerge involving in ship exchanges. On the one hand, these problems disrupted the market order of ship exchanges which restricts the market's healthy development; on the other hand, it provides some opportunities for criminals, which leads to do harm the national and party interests. The government should raise the awareness. Importantly, the government should undertake the responsibility to innovative management approaches effectively and perform its regulatory functions.Currently, shipbuilding and shipping industry has made great strides across the country, but the laws and regulations to regulate the ship exchanges practices have not issued. The relevant studies are also rarely. In this paper, the author is trying to show the current situation in Guangzhou ship exchanges, to analyze the existing problems in-depth and then propose corresponding solutions, including innovative management methods. The author hopes that the relevant government departments would make great importance on ship exchanges management. In addition, this paper is believed to be as the reference on how to strengthen ship exchanges in other region, and can offer the valuable reference for traffic management authorities when issuing the relative laws and regulations.In this paper, the author uses the following methods such as the combination of theory and practice, comparing argument, and the interpretation of analysis methods to discuss the main argument. He collects the materials through inquiring the main press, visiting the website and so on; utilize the management experience of the national second-hand car circulation. In addition, the relevant information from Public Policy Basis, Administrative Law has also been used as references in this paper.This Paper will discuss the main argument as the followings:The first part introduces the concept of ship exchanges and market, briefly tells the current situation of shipping and ship exchanges market in Guangzhou, and discusses necessity and justification for establishing the ship exchanges market, all of those help to made strong basis to discuss the necessity of ship exchanges further. The second part introduces the current situation of the ship exchanges in Guangzhou, and dedicates to discuss the importance of strengthening the management of ship exchanges management.The third part introduces the current situation in the domestic market and the relevant research. It also shows the management of foreign ship exchanges market.The fourth part analyzes the major issues: first, unclear line between the functions of the government and enterprises; second, the existing Guangzhou Ship Exchanges Provisions no longer adapts to reality; third, the two sides in the ship exchanges show the untrue price of the transaction when paying the relevant taxes and fees; fourth, no uniform fees during the ship exchanges across the country; fifth, the new-built ship is taken as the used-ship deliberately in order to evade national tax revenue when transferring the procedures; sixth, the relevant government functional departments have not set up the communication mechanism involving the ship exchanges.The fifth part puts up the resolution to the issues of Guangzhou ship exchanges.
