Thinking Of Improving Operating Management's Function Of State-Owned Assets Of Investment Holding Corporation

According to the perspective of how to rationalize state-owned assets management system, this paper emphasizes the effect of the investment holding corporation on the role of the management system, and suggests that the State-owned Assets Supervision and Management Committee is the main body of supervising and managing the state-owned assets. According to the different provinces and the different cities, forming some investment holding corporation is the tentative plan of the state-owned asset operations management's main body.To this end, the paper developed analysis and argumentation from the following seven aspects.Chapter one,the exordium introduced the cause,the purpose and the meaning that the author writed this paper.Chapter two stated the necessary of the existence and development of the investment holding corporation. First, the paper analyzed the concept of investment holding corporation, based on this the paper proposed the role of seven aspects of investment holding corporation in a market economy, which highlighted its five unique role in the state-owned economic management operating system.Chapter three analyzed our current situation towards China's state-owned investment holding corporation. The article pointed out the improper situation of the state-owned holding corporation, which caused that reality and consequences of its insufficient act from five aspects.Based on the principal-agent relationship and control theory, chapter four proved the feasibility and necessity to upgrade the state-owned investment holding corporation's role in state-owned assets management system.Chapter five introduced the pattern's history and present situation, which the investment holding corporation have managed the state-owned assets,including demestic and overseas. There are Shenzheng pattern and Shanghai pattern in demestic,there are Singapore pattern ,Italy,and Russian .Then ,the article analyzed overseas state-owned capital management way and characteristic .Chapter six proposed clearly thinking of repositioning about the state-owned investment holding corporation's role in state-owned assets management system. And then the paper proposed the author's vision from the basic pattern, the basic method and the basic function on holding investment holding corporation.Then it analyses the special significance of upgrading in the state-owned assets management system, according to why we need to enhance the investment holding corporation's functions, and what is the difference?Chapter seven, I analyze the reality, from the rank concepts, the market monopoly, the managers hard to adapt, the departments and industry's administration function to be enhanced, the management chain to be elongated, and so on, briefly to propose the reasonable of the problems give some solutions.Chapter eight proposed the preliminary idea that hold the investment holding corporation from two sides, one is from the central authority , the other is Chongqing government.And it reveals the investment holding corporation's basic mode of operation, from the government regulating the investment holding corporation, and regulating the state-owned corporation.
