Analysis Of The Planning Of CETZ' Financial Revenue

Since reform and opening up, China's economy has developed rapidly and the fiscal revenue has been rising for years. However the proportion of the local fiscal revenue has been declining constantly, leading to a significant decrease in local financial power, at the same time the growth rate of local expenditure is obviously higher than local revenue. This inverse change has brought enormous pressure to local finance management, with the local self-financing rate's falling, local fiscal especially county and township fiscal swamp becomes much worse, which directly hinders the sustaining, rapid and healthy development of local economy. It becomes a serious challenge and difficult problem during China's reform and development. Not only the central committee and the local authorities, but also the academic circles have attached importance to the problem.In recent years, the nation gave great attention to Economic and technological development zone. And a series of preferential policies were published which provide new opportunity of Chongqing economic and technological development zone (CETZ). Whether can seize this opportunity to speed up CETZ's economic development lies in the position of governmental functions and the outcome of their fulfilling. However, an important prerequisite for CETZ government to carry on its strategic functions is stable and reliable financial revenue. How to position CETZ' s government strategic functions after all? How to optimize CETZ' s financial revenue without harm to the market efficiency? These are the planning problems of CETZ's financial revenue.This paper studies the problem of government's making and gathering money from the aspect of financial revenue planning, regarding it as the goals to provide basis for the government's financing decision and promote the growth of CETZ' s economy. The paper uses many ways to discuss the reform measures, which are theory elaboration, present situation analyses and practice summary, etc. First, it introduces the inevitability about the revenue planning of the local government, verifies the internal motives and external conditions of the planning. It also analyzes the present condition and questions of the planning. Second, through the positioning CETZ' s government functions strategically and defining a reasonable range of CETZ' s financial revenue, put forward the jeneral object of the financial revenue planning. At last, it designs a set of reforms to these problems, try to make some suggestions for CETZ' s government financing by cultivate new economic growth pole, establishing and improving the system of financial resources, optimizing the financial revenue structure and seeking substituted revenue growth pole.
