The Theoretical Research & Positive Analysis On Urban Management Innovation System

With China's accession to the WTO, most of the cities in China face a transition. Individuals, enterprise, cities and government are faced with the responsibility that renewedly understand and position themselves. Urban transformation is that people manage the city instead of build the city as in the past. Then they reshape the mechanisms allocating resources of the cities to improve the functions of cities and increase urban infrastructure construction to develop the new laws of urban management under market economy. At present, there are many problems in our urban management. For example, poor traffic management; passive and laggard management on the problem affecting environment of the city; reduplicated urban management institutions; the responsibility of professional departments is unclear and is shifted to others; a lack of effective supervision mechanism on urban management; the whole city's function is made hard to perform because of the lack of unified management; and so on. The key to solve these problems lies in transforming government functions and changing inherent model of urban management. Then a new management system should be built.This article takes those as a starting point for research. It discusses the future development trend of urban management through researching the thought related to urban management. Then it builds a "New Urban management" and its performance evaluation system. Finally, it takes Huangshi's Urban Management for an empirical model and analyzes the status quo of current city administration. Then the thought "new urban management" is applied to the urban management of Huangshi city. The research is divided into four parts.The first part analyzes the connotation of urban management: Urban management aims to the city's long-term, stable, coordinated and healthy development and uses comprehensive enforcement to coordinate and control all of the targets in city. Then it pointes out three feature of the urban management: systematic operation; dynamic strain; the level of management. At last, it combines the typical management style of Singapore, Seattle, Paris, Shanghai and other cities as well as gives a modern urban management trend: humanity; institutionalization; market.The second part builds a comprehensive enforcement system of "new urban management" from the goals, organizational structure, operational mechanism, as well as the ways to improve the four areas. First of all, it introduces macro and micro objectives of building a new Urban Management, and then, it states that a new urban management organization should be composed by the guiding government, accessorial function department and the head Comprehensive enforcement bureau of Urban Management. Then it introduces a new operational mechanism of Urban Management. Finally, it describes ways to improve law enforcement system. The third part constructs the evaluation methods on innovation system of urban management by using the customer satisfaction models and the fuzzy comprehensive evaluation method.The fourth part analyzes urban management comprehensive enforcement of the city of Huangshi. Firstly, it introduces the situation of Huangshi city's Urban Management comprehensive enforcement and analyzes the problem of current work in Urban Management. Then it establishes the operation mode of Huangshi city's "New Urban management" according to innovative urban system. At last, it puts forward a new way to improve the urban management of Huangshi City.
