Absorbing from at nation and abroad advanced project management theory, it reveals the reason of the project organization which is no through, the quality control being lack of standard, the knowledge of quality control being lack of cumulating, the investing of quality management being lack of cumulating. Combined with the municipal company's actual condition, the way of quality management is established through adjusting organization form entirely, driving detail management by standardization, building the quality management repository base on "incident", optimizing project quality cost. Aiming to guarantee the quality of production safety, and to protect the environmental, it is an effective way to achieve the goal of the realization of benefits the Quality Management System. With the innovation of theories and methods, it can be improved in management means and methods.The purpose of this article, on the one hand, is that the theory of project management and quality management system is deeply analyzed comparably, on the other hand, is that the appearing problem of project quality management is solved absolutely to truly improve the company's management.
