In recently years ,with the booming of marine market, marine market need a large quantity of new ship .Now the ship are mainly constructed in Korea, Japan and China in the world and shipbuilding industry are gradually trasfering to China which have the advantage in the dense capital and labor and abundant industry facilities. As a large nation-owned enterprise ,XSIC are facing the huge opportunity and challenge in the expansion of various worldwide shipyard . Although it has a relatively large scale, XSIC still fall behind many of the excellent world-wide shipyard in the aspect of production efficiency, which have resulted in many problems in the Project plan management. So it is significant to improve the management of production plan and accelerate speed of the shipbuilding for XSIC.Firstly through a analysis of the project case of Hull CS4250-21,the paper reveals the problems existing in the 4250 project management, the improper personnel structure, improper work breakdown structure which not benefit for the ship construction mode; the project plan did not be optimized by PMT .Secondly, it is a research based on the theory of project schedule connotation , organization structure in the project, work breakdown structure, plan-making. It is essentially pointed out the main problems that the unreasonable personnel structure; improper work breakdown structure; un-advanced schedule, improper quality control system result in poor the project management. Lastly ,according to the actual production station of the first yard in XSIC and the shipbuilding mode in Japan, it is concluded that it can short the of the 4250 project period by adjusting the staff of project management team, improving the quality control system , improving the work breakdown structure, applying the network scheduling to the plan of the dock and the mooring and find out the critical path, optimizing the critical path of the 4250 project plan to short the period of 4250 project. it will improve the level of project plan management in XSIC .
