Study On Path Optimization And Mode Selection In Agricultural Science And Technology Achievement Conversion In Poor Areas

The basic way for the agricultural development is science and technology. Therefore how to speed up the agricultural science and technology achievement conversion becomes the focus issue in each research field. After several decades'efforts, Gansu Province has founded the complete agricultural science and technology system with various departments and institutions. The scientific faculty's ability has been improved in a large scale. Especially in the period of the Ninth and Tenth Five-year Plan, Gansu Province took up the"Prospering Agriculture through Science and Technology"policy, which played a great role on the agricultural development and helped farmers to increase their income. However in recent years, with the further reform on the market economic system, the problems in the agricultural science and technology of Gansu has loomed up. Such as the serious lack of investment on agricultural science and technology research, the low speed of the agricultural science and technology achievement conversion. And some agricultural science and technology achievement conversion hasn't brought the anticipated benefit. All these problems are obstacles to Gansu's development. Therefore to make a full use of science and technology in agriculture, and to speed the agricultural science and technology achievement conversion become the main tasks for the scholars and the effective way to expedite the agricultural development in poor area in Gansu province.On the basis of the questionnaires on the poor area of Gansu province, this paper makes a thorough investigation on the agricultural science and technology achievement conversion in the poor area and finds out the paths for agricultural science and technology achievement conversion in this area are mainly on the agricultural extension organizations which are supported by the government, with media such as television, broadcast, newspaper, magazine , farmer professional association, Sci-tech Special Commissioner as assistant and the new and high technology zone as display. The agriculture characteristics and natural conditions in Gansu, especially the special humanistic environment in poor area bring a lot of deficiency to the agricultural science and technology achievement conversion, such as lack of financial support and manpower on agricultural sci-tech extension, bilateral communication shortage on agricultural science and technology achievements, and the ill run on farmer professional association. The agricultural new and high technology zone pay more attention on display, but ignore the conversion. All of these lead to small-scale peasant economy, serious disjunction between demand and supply and bad confidentiality of agricultural science and technology achievement. To solve these problems this paper proposes several paths to optimize agricultural science and technology achievement conversion in poor area of Gansu Province, with the foreign experiences in agricultural science and technology achievement conversion as reference. The paths are as follows:⑴To consummate Public Agricultural Technology Popularizing System based on the corporation between government and agricultural universities.⑵To improve the enterprises'ability to promote agricultural science and technology achievement conversion.⑶To strengthen construction of Public Agricultural Technology Popularizing System.⑷To enhances the mutual communication among farmers on agricultural technology. Meanwhile on the basis of regulating agricultural enterprises mode, perfecting agricultural science and technology information service network and project promoting mode, this paper also proposes an effective mode for agricultural science and technology achievement conversion in poor area of Gansu Province, i.e. participatory mode. A detailed statement on its connotation, application and organization can also be found in this paper. Finally the other strategies such as strengthen the government function, diversify the investment subject, organize large enterprise groups , enhance the function of radiating drive , make a good environment for the agriculture scale management , and strengthen the confidentiality on agricultural science and technology achievement are also put forward.
