With the steady growth of the world economy and the continuing expanding scale of import and export trade of china,the shipping industry has become a crucial link to the rapid economic development of our country,and made high profits of industry in the modern society.But correspondingly,the risk of operating the ship can not be overlooked.It includes storms,tsunamis,which are force majeure.There are also potential facts due to their own shortcomings and failures which lead to collisions or sinking accident.The human factors which are due to the negligence of the crew and improper operation could cause accidents.Therefore,to carry out effective risk assessment on the operation of the ship is essential.Not only can it help company in a targeted manner to eliminate the causes which lead risks,but also to spend lower cost to avoid,transfer or reduce the potential losses in the transportation.And It helps the manager to master the level of personnel,ships conditions and the management condition comprehensively,so as to find out the deficiencies and shortcomings of the four elements which are the personnel ships,environment and management,and then proposes countermeasures,improving the quality of the operation of the ship.This paper is based on a large amount of literature about the risk assessment. Through the method of consultation and the questionnaire,systematic analysis, constantly revising and improving,the paper introduced a system of risk indicators of the operation of the ship,and used AHP to identify the various indicators valve.The system of the operation of the vessels is complex.Because of the characteristics of the subsystems and the complex relationship between the various subsystems indicators and difficulties of comparing,by analysis and comparison,this paper choice the method of Fuzzy Synthetic Evaluation to construct the risk assessment model on the operation of ship and proposed the measures to control risk based on the outcome of the assessment model.Finally,the paper collected data by surveys,and a ship was evaluated as the application of the model.
