Social Assessment Method Of Public Project And Its Application On Road & Bridge Rebuilding Project

The public project construction is the necessary approach for social development and the project appraisal is the basis of scientific decision-making for officers. The appraisal for public project with relatively important social influence shows the idea of scientific development, humanism and the construction of harmonious society.The project appraisal commonly includes three aspects, financial appraisal, national appraisal and social appraisal. The public project emphasizes particularly on social appraisal for the non-profitable and non-exclusive features.The paper has studied the methods and the theories of public project construction and the paper gives the example of the methods and the theories. The paper contains the following three parts: an index system of public project social assessment is constructed, through the impact of public project on society, economy, and environment. And, an index system of road and bridge reconstructed project social assessment is constructed. Then, combining with the Analytic Hierarchy process and Fuzzy Synthetic Evaluation method,an example of road and bridge reconstructed project social assessment is given.On the basis of the methods and the theories of public project social assessment being introduced and studied, an easily-operated index system of public project social assessment is constructed, which helps the decision-making.
