After the Cold War, with the revolution of information technology and the in-depth development of economic globalization, regional economic integration has become a major trend of development of the world economic.East Asia , as the region which has most population and the development of economic is active, regional economic integration is relatively slow, The development of regional economic integration is not smooth due to a lot of factor, institutional change is one of them.In recent years, more and more scholars have agreed that institutional changes have played an important role on the regional economic integration. The institutional changes of economic integration that include the reconstruction of international system and countries'economic integration which to meet the convergence of system reform. In the two system, the costs of system and ideology played an important role. Based on this theory, the article is to analyze 1990 - 2005 institutional Change of economic integration of East Asia.ASEAN has become the pioneer of East Asia regional economic integration after the cold world time. Basing on paying the cost and building the common sense, the building of regional institution and reformation of the convergence of countries made certain achievements.1997 East Asian broke out financial crisis, which was means that the potential of "East Asian Miracle" system has disappeared, East Asian countries faced with a new transition of system. Basing the above, the East Asian regional economic integration has made some achievements. On the one hand, four "wheels"——the ASEAN, "10+1" and "10+3", China, Japan, South Korea have established ,on the other hand, after learned the experience of financial crisis, in order to meet East Asia's economic integration , the countries of East Asian has making reformation of the small and medium-sized enterprises, financial sector and the function of government.Although the East Asian regional economic cooperation has made tremendous achievements, there are some defects, such as the leadership is not clear, the lack of formal institutional arrangements, regional consciousness in infancy stage, and so on. The article think that the disputes of history between China and Japan, the ASEAN leader awareness and the obstruction of USA are the reasons of lacking of leader; East Asian modern history of its colonial make it lack the sense of innovation, the United States of resistance make the mechanisms of regional cooperation more difficult. The diversification of region's cultural, strong sense of nationalism, territorial disputes and national unity are main reasons for differences of the ideological. So, regional economic integration in East Asia can not be sailing smoothly, countries have to consider so much that can't hand over the system cost.To promote regional economic integration of East Asia through institutional changes, the key is that countries of the region promote mutual understanding under the peace and stable international environment; improve mechanisms of regional cooperation; promote reforming as same; build consensus in East Asia under respecting the diversification of culture as long as this can reduce misunderstanding and cost of system, also promote regional economic integration of East.
