The research on environment and trade began from the 1970s. When the destruction to global environment was getting more and more obvious as a result of production, expense and transnational pollution of some product with the rapid development of international trade, the environment has gotten mutual attention. Putting the relationship between environment and trade in the right position and promoting the coordinative development of environment and trade are chief tasks for each country to enter the world .At present, a model, which is still not the optimum plan to coordinate the regulation of the environment and development of trade, has been set up by the WTO for each country. But it plays a very significant role in the government of the global trade as the body of the government of the global trade. All of these remind us that we should put more attention on the research about coordinative development of the environment and trade.The focus is concentrated on the quality of the environment and the effect on trade mode brought by different environmental regulation among different countries when the public policy is going to be made. Because of difference of the production level, the automatic depuration ability of the environment and so on, different characteristics are shown among different countries, especially between developed countries and developing countries. These will bring more and more conflicts about national interest and the global welfare which will have a negative influence on the development of the international trade and coordination between the environment and trade. So when the trade policy is going to be made, the environment should be taken into consideration. It can change the trade mode which rely on the export of resource-intensive or pollution-serious products, avoid"the impoverished growth"and simultaneously promote the technological innovation of the environment, lower the consumption level of the natural resource, and reduce the environmental pollution to realize the sustainable development of the global environment and trade.The migration of the polluted industry brought by different environmental regulation is the focus for both developed and developing countries. To the developing countries, migration of the polluted industry means undertaking environmental costs from the developed countries. Meanwhile, for the developed countries, the focus lies in to what extent the regulation of environment will weaken the competitiveness of the pollution industry. Discussion on the regulation of the environment and its'influence on the trade between developed and developing countries plays a great role in strengthening the exchange and cooperation between developed and developing countries. This is also the original intention of this thesis.In the process of elaboration, the author tries to analyze the problem of environmental regulation and trade objectively and thoughtfully by using the qualitative and quantitative methods, the macroscopic and the microscopic methods. In light of China's actual situation, the author analyzes the regulation effect of environment using the theoretical and empirical methods and tries to analyze the structure of global trade from the view of regulation theory, global governance theory, market malfunction theory and government malfunction theory. Meanwhile, the author promotes the view that the coordination mechanism of the regional organization is the basis of the successful global trade governance mechanisms under environmental regulation by analyzing the problem of the WTO and using the successful experiences of the European Union and the North American Free Trade Agreement for reference. Finally, for suggestions, in view of the theory of global governance, the author makes the feasible arrangements of the global trade governance mechanisms under environmental regulation from the regional organizations, national and enterprise level. |
